With reference to my despatch No.420 of
the 28th July, 1933, reporting the death of the late Mr. F.H. Holdman, Assistant Superintendent of Mails, I have the honour to submit the following proposals in regard to the staffing of the Post Office Department.
The main factor in the case is the

necessity for securing a suitable successor to the post
of Superintendent of Mails. The holder of this post, Mr. T. Hynes, is now fifty-three and his health during recent tours of duty has been somewhat indifferent.
The possibility of his retirement at no distant date must
therefore be reckoned with and the death of Mr. Holdman,
who was the obvious successor, opens the way for a fresh
survey of the whole position. After careful consider-
ation I have come to the conclusion that the present day needs of the department call for the institution of
a new post of Deputy Superintendent of Mails between the Superintendent and the Assistant Superintendents, the post of senior Assistant (£460 £560) held by the late Mr. Holdman being abolished, and a slightly higher scale (£500
£25 £650) being assigned to the new post.
